This is Dick Tracy all the way. It’s deliciously, cartoonishly, evil. It’s also pretty funny. The figure would be pretty dark and serious if not for the pink lipstick. He fills the entire space that he’s in even though he’s quite small. This is a similar characteristic to his namesake. Flattop always seemed to be too big for his britches!
